Yes, you need to to start the PoF story. The raptor will be given in the first PoF instnace. The bunny, jackal and skimmer from specific hearts in each map. The girffon requires full pof story completion, 250g and a lot of collections to be completed. The beetle requires completing certain content in living story 4, ep3.
One caveat: I met someone in DR who was instant-swapping mounts, no heartbeat cooldown involved. It seems that if you are using a single key rather than a combo, a rapid double tap of the new mount's key will fast-swap you. Or may work -- I have not confirmed the method reliably myself due to needing the shift combo.

Long term, it's likely that the Blish HUD one will begin to add more and more of the features from the addon version, but there is still plenty of room for preference. Honestly, I'd recommend giving both a shot really quick and seeing which meets your needs. Both support mount queuing, the radial menu itself, default mounts when in water, and more.
